CENTERVILLE, S.D. (KELO) — A former mayor is behind bars, accused of shooting and killing three people in a Centerville home.

According to court documents, it all started with an allegation of sexual assault.

Former Centerville Mayor charged in triple homicide

Jay Ostrem was arrested Monday night on 3 counts of first degree murder. Along with being a former Centerville mayor, Ostrem was also on the city council and was a deputy with the Turner County Sheriff’s office.

Police tape was up on Main Street, as authorities piece together exactly what happened on Monday night.

“We were watching TV when we heard one gunshot and we came out to smoke a cigarette and saw a bunch of cops outside and one of the people walking back that were taken into custody,” Keira Wertman, who lives near crime scene, said.

Someone called 911 at 9:44 p.m., saying his family member was shot. A little later, the caller said he, too, was shot and it wasn’t long before he stopped communicating with the dispatcher.

“You could hear just pop. I think I heard about five rounds go off and so I started kind of peeking out the window and looking around and recording,” Mark Weets, who lives across the street from crime scene, said. “There were people that were running– running down Main Street here, and one of them surrendered down there about a block down there and gave up, they arrested them.”

Not long before the shooting, a family member had told Ostrem she had been sexually assaulted by a neighbor.

A court document says Ostrem: “got up and went raging out of the house.” She said she didn’t know where he was going or if he was armed.

When police found Ostrem, authorities say he had a gun in his pocket, along with a rifle casing and shotgun casings. He also had an AR style rifle nearby.

Ostrem is being held in the Minnehaha County Jail on a million dollar cash only bond.

He is scheduled to make his first court appearance May 29.
